1. The starting NPC Natools Warehouse Chief is located in the Hein's warehouse. Talk to Natools to get the quest.

Select the line "Help the Dusk" in the dialogue.

Natools will give you Sealed Prophecy - Path of the God NG

2. Teleport to Gludio, find Tobias Grand Master in the Dark Elf Guild and talk to him.

Tobias will give you:

Prophecy - Path of the God NG
Empty Sound Crystal NG

3. Teleport to Wasteland. Go north. Find Casian Elder among the cliffs and talk to him.

Casian will give you Angel Medicine NG

4. Go to the centre of Wasteland, find Weathered Rock Alone and examine it.

After examining the rock, a Fallen Angel will appear nearby.

5. Talk to Fallen Angel .

Fallen Angel will give you Angel's Message NG

6. Teleport to Gludio, find Tobias Grand Master in the Dark Elf Guild and talk to him to get your reward:
